Meet our team



Luke Stower

Chair and Independent Director

Luke is a finance specialist and analyst with extensive experience in the water industry and management of agribusiness operations. Currently Chief Operating Operator at Balonne Plains Pty Ltd, he has expertise in management, leadership, planning negotiations, finance and farming practices including irrigation. As a CPA qualified accountant in both Brisbane and London, Luke gained corporate experience and skills in business optimisation, systems, reporting and stakeholder engagement. He is committed to seeking an option for St George that allows customers of the scheme to more closely align the distribution business to their needs. Luke was chair of the Stage 2 LMA Board and has been a Board member since June 2013.


Scott Armstrong

Member Director

A second generation St George irrigator, Scott expanded and consolidated his family farming business to a geographically diverse, multi-faceted operation at the same time as forging a new strategic direction as part of a succession plan. Currently the proprietor of Sharmarel Farming, Scott has developed a sound mix of irrigation practices in addition to water source and management systems and is aware of the water reform agenda of the past 20 years. He is committed to the St George community, serving the St George Cotton Growers Association and the St George Chaplaincy Committee. Scott participated in the first stage of the LMA project and was Stage 2 Chair of the LMA Board, until September 2013.


David Moon

Member Director

David is Director of Moonrocks Australia, a family-owned company growing cotton and supplying fresh and processed products to the Australian market. He has more than 30 years’ experience and knowledge of all aspects of irrigation management and 15 years’ experience establishing and managing companies while in senior executive and Board positions.  He is currently a director on the Board of Horticulture and Innovation Australia. David considers water to be the lifeblood of the region and wants to ensure the ongoing sustainability of St George and its surrounding community. He was a director on the Stage 2 St George LMA Board.



Louise Hill

Member Director

Louise has been involved in the St George irrigation area as a landholder and water allocation user for 23 years.  She currently operates a number of agribusiness enterprises in conjunction with her family.  Louise has practised as a CPA qualified accountant since 1995 and is currently the managing director of LH Law, a business based in St George and Brisbane which assists agribusiness and small business families with their legal and business needs. She brings a skill set to the Board from her experience as an agribusiness owner, Lawyer, CPA and Nationally Accredited Mediator.  Louise is passionate about contributing to the long-term viability and sustainability of her rural community and the local irrigation industry.


Ross Landsberg

Independent Director

As a former partner in law firm Minter Ellison’s major projects group in Brisbane, Ross has acted in the delivery of large infrastructure projects, providing specialist and strategic advice on the interface of commercial and construction issues. During his legal career he has advised government in commercial aspects of infrastructure, mining and resource projects (including drafting of appropriate documentation), provided strategic advice in the utilities sector, including regulatory issues, and has advised boards of Government Owned Corporations and state-owned companies on issues associated with the conduct of business, risk, corporate reconstruction and stakeholder relations. An experienced board director, he has served as director of the Queensland Bulk Water Authority and LinkWater Projects Pty Ltd, the Advisory Board of Mission Australia and the Minter Ellison International Board.

Rohan Thorogood

General Manager

Rohan comes from an extensive water industry background, having held multiple operational and management roles with Seqwater for a period of almost 20 years. Rohan joined SunWater in August 2017 as St George Service Manager. On July 1 2018, Rohan transitioned to the role of General Manager of Mallawa Irrigation.


Sarah North

Company Secretary

Sarah works alongside her family in their cotton farming and grazing operations across St George and Surat.  A proven stakeholder relations professional with diverse experience from her time at Origin Energy and Parliament of Australia in the Senate. Sarah joined the Mallawa Irrigation Board in May 2016.
